Perinatal Nurse Leaders Council Fact Sheet

The Perinatal Nurse Leaders Council (PNLC) was established in 1993 to provide a forum for perinatal nurse leadership (Obstetrics and Neonatal Nurses) in San Diego and Imperial Counties (Region 9). The PNLC is comprised of two groups: (1) Clinical Nurse Specialists (CNS) and Nurse Educators and (2) Nurse Managers and Directors from the birthing hospitals in Region 9. The two groups usually meet separately in order to focus on specific clinical and management issues; however, the groups may convene to discuss issues that require collaboration. The goals of the Council are to provide birthing facilities in Region 9 an opportunity and a venue through Regional Perinatal System to network on a regular basis; to share with the members local and state Perinatal outcome data; to develop clinical position statements supported by obstetric and neonatal literature that may influence Perinatal best practices in San Diego and Imperial Counties.


The Mission of the PNLC groups is to improve perinatal healthcare through the collaboration, advocacy, and promoting quality improvement strategies. Specifically the mission of the PNLC is as follows:

  • To reinforce nursing care and best practice standards in Region 9 through education and other activities.
  • To identify and discuss relevant perinatal nursing issues that may have an impact on pregnancy care and outcomes in Region 9 and statewide.
  • To communicate Perinatal health issues with hospital administration.
  • To develop and implement strategies to assess and evaluate the effectiveness of perinatal initiatives in the region.
  • To collaborate with local health organizations and various non-profit and community agencies.
  • To advocate for maternal and child health programs.
